Customs Update: New Procedures for Postal & Express Consignments

The General Department of Customs and Excise of Cambodia (GDCE) has issued several updates related to customs procedures for postal, express consignments, and cross-border electronic trade goods.

One key regulation is Prakas No. 1002, which outlines the implementation of customs procedures for postal, express consignments, and cross-border electronic goods exported or imported into Cambodia, without regard to the value, size, weight, type of transportation operator, or transportation means. To further clarify the responsibilities of all parties involved, the GDCE has also released Guideline No. 2543, which provides detailed guidance on the obligations of customs officials, importers, exporters, and other related parties involved in the import-export process. The key contents in the Guideline including, (1) submitting electronic information, (2) modifying or deleting electronic information, (3) conducting pre-arrival risk assessments, (4) classifying goods, (5) releasing goods from customs, (6) submitting a customs declaration before arrival, and (7) handling the return of goods.

Moreover, Notification No. 3680 introduces additional requirements, effective from 1 September 2024, mandating that all necessary information for express consignments arriving at Phnom Penh International Airport must be submitted online. This includes the reporting requirements for pre-arrival processing via https://asyhub.customs.gov.kh. These requirements apply to express consignors, importers and exporters, customs brokers, and goods owners and their representatives.
